No, Visa is not a bank, contrary to common belief. The Visa cards are issued by the banks that connected to Visa system, not the Visa company itself, so it is not a bank and does not in control of its user financially. Visa is a payment services company that serves as a middleman between financial institutions such as banks and businesses, individuals, organizations, etc. So in other words, Visa’s clients are actually not regular customers, but are the banks and card issuers.
