Yes, you can use an Amex card in Latvia. American Express is not as widely accepted as Mastercard or Visa in Latvia.

There is no easy way to get an American Express card in Latvia because none are marketed to people with bad credit. In general, the better the reward potential and the more extras and benefits included with a card, the more difficult it will be to obtain approval. If you are unsure whether your credit is adequate, we recommend that you work to improve your credit score before applying.

Unlike other issuers, American Express does not provide credit cards for people with bad credit or who are rebuilding their credit. In other words, you'll almost certainly need a score in the "good" range to qualify for an AmEx card. Other American Express cards typically require even higher credit scores.

There are various kinds of American Express cards in Latvia. On the repayment method front, American Express gives you the option of choosing between balance credit cards and option credit cards, which give you the freedom to choose the repayment formula each month, whether in a lump sum or installments. The Gold Card, Green Card, and Platinum Card belong to the first category, while the Explora Card and American Express Blue Card belong to the second.
