Is the merchant id the same as the tax id?

No, they are totally different.

While TIN (Tax Identification Number) is an identifying number used for tax purposes in the United States and in other countries under the Common Reporting Standard, merchant ID refers to a unique code that is used to identify your merchant bank account when a customer makes a credit or debit card purchase. It can be viewed as your company's address. The networks involved won't be able to send your money anywhere without a merchant ID.
