Customers from Ukraine and other regions can transfer and receive money from Ukrainian PayPal accounts. Exchange rates and fees imposed by a customer’s credit card issuer and the bank may continue to apply.
PayPal customers in Ukraine can now send and receive money from both inside and outside the nation. How can I receive funds from PayPal

You can do this by linking a qualifying Mastercard or Visa debit card or linking to a qualifying Mastercard or Visa credit card, provided that your card or bank supports money transfers.
In addition, you can transfer funds from your PayPal Wallet to a Mastercard or Visa debit or credit card. When linking a credit or debit card to your PayPal account, you must permit PayPal to charge a modest sum to the associated card. It is to ensure that the card is legitimate and yours. The money will be refunded to your PayPal account within one to three business days.
