Yes, American Express is working in France. The majority of French retailers and merchants accept credit and debit cards. American Express's acceptance in France is low for historical and financial reasons.
Because Visa and MasterCard have always been associated with the CB program, merchants who accept cards will accept them as part of the standard contract they receive from their bank. However, merchants frequently request separate American Express acceptance, the fees of which are much higher. As a result, merchants seldom accept American Express.
Most upscale hotels, restaurants, and shops catering to wealthy tourists will accept American Express cards. Acceptance everywhere else, however, is a gamble.
As American Express in France has been working hard to expand acceptance, you might be in for some pleasant surprises. They are accepted in stores such as Carrefour (though not in the smallest ones) and Monoprix.
As an aside, even if the store accepts contactless payments and American Express, it's nearly impossible to use American Express with contactless or Apple Pay because the terminals are usually not configured correctly.
Most places require you to have a Visa or MasterCard or to pay in cash. You should note that ATMs that accept Amex France withdrawals are uncommon.
