The answer is No. After Visa and Mastercard, American Express suspends operations in Russia and Belarus.
American Express has suspended all operations in Russia in response to Russia's ongoing, unjustified attack on the people of Ukraine. As a result, American Express cards will no longer be accepted at Russian merchants or ATMs. Furthermore, cards issued locally in Russia by Russian banks will no longer work on the American Express global network outside of the country.
