Yes, all retailers who accept contactless payments, whether in the UK or abroad, will accept Apple Pay. 

Apple Pay first appeared in the United Kingdom in July 2015. (in the US it launched in October 2014). You can use Apple Pay to pay for goods and services (up to £30) in the UK by tapping your iPhone, iPad, or Apple Watch to a card reader if you bank with a bank that accepts Apple Pay.
